Among the 17 beaches set to be blacklisted north of the Border are Stonehaven, Portobello West and Monifieth. In England the list of 25 includes Blackpool, Clacton, Morecambe and Margate. Fears have been raised some beaches could be forced to close to the public as a result of the new regime.
